The Philippines eTravel Pass is a mandatory free digital travel declaration that every traveler — foreign or Filipino — must complete at etravel.gov.ph within 72 hours before arriving in or departing from the Philippines.

Launched on December 1, 2022, by the Bureau of Immigration to replace the paper eArrival Card, the system collects passenger details, flight information, and health declarations in a single online form and generates a QR code scanned at immigration.

What Is the Philippines eTravel Pass?

The Philippines eTravel Pass is a digital single data collection platform operated by the Bureau of Immigration (BI) at etravel.gov.ph that replaced the paper eArrival Card on December 1, 2022, and generates a unique QR code for immigration processing.

Before eTravel, all travelers arriving in the Philippines had to fill out a physical eArrival Card — a paper form collected by immigration officers at the airport.

The Philippine government first digitized the process through the One Health Pass system at onehealthpass.com.ph during the COVID-19 pandemic, then transitioned to the current Philippines eTravel Pass platform.

The Philippines eTravel Pass collects three categories of information in one place:

  • Personal travel details — name, passport number, nationality, occupation
  • Flight information — airline, flight number, departure date, seat number
  • Health declaration — recent illnesses, symptoms, countries visited, vaccination status

Upon submission, the system generates a unique QR code that immigration officers scan when you arrive or depart.

The entire system was developed as a joint project of 8 government agencies:

  • Bureau of Immigration, Department of Tourism (DOT)
  • Department of Information and Communications Technology (DICT)
  • Bureau of Quarantine (BOQ)
  • Bureau of Customs (BOC)
  • Department of Health (DOH)
  • Department of Transportation (DOTr)
  • National Privacy Commission (NPC)

The Philippines eTravel Pass operates under Republic Act 11032 (Ease of Doing Business Law) and fulfills the mandate of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) for streamlined border processing. b

Important: The Philippines eTravel Pass is a travel declaration tool — it is not a visa or entry permit. If your nationality requires a visa to enter the Philippines, you must obtain that separately. The eTravel Pass is an additional, standalone requirement.

Who Needs to Register for the Philippines eTravel Pass?

Every person entering or leaving the Philippines — foreign tourists, business travelers, Filipino citizens, OFWs, Balikbayan, and crew members — must register regardless of nationality.

The requirement applies to all international ports of entry, whether by air or sea. No country in the world is currently exempt from this requirement.

Foreign Tourists and Business Travelers

All foreigners who want to enter the Philippines must obtain the Philippines eTravel Pass before arrival. This includes:

  • Tourists visiting for leisure or sightseeing
  • Business travelers and conference attendees
  • Holders of visa-on-arrival, tourist visas, or long-stay permits
  • Students with study permits
  • Foreign residents returning to the Philippines

Whether you enter by air (through any international airport) or by sea (through an international seaport), the Philippines eTravel Pass is required. There are no exceptions based on nationality — travelers from all countries must register.

Filipino Citizens and OFWs

Filipino citizens traveling abroad and returning to the Philippines must also complete the Philippines eTravel Pass registration. This includes:

  • Balikbayan travelers (returning Filipinos who have been living abroad)
  • Overseas Filipino Workers (OFWs) returning home

OFW-specific note: The Philippines eTravel Pass and the OFW Pass are two separate requirements.

The OFW Pass is a departure clearance document issued by the Philippine Overseas Employment Administration (POEA) and Philippine Overseas Labor Office (POLO).

The Philippines eTravel Pass is still required for OFWs in addition to the OFW Pass — the two are not interchangeable. OFWs departing the Philippines must complete the eTravel departure form at etravel.gov.ph on top of their POEA clearance process.

Transit Passengers

Passengers with a connecting flight through a Philippine airport who exit the transit zone and go through immigration must register for the Philippines eTravel Pass.

If you are on airside transit — remaining within the secure transit area without passing through immigration — confirm with your airline whether the Philippines eTravel Pass registration is required, as policies may vary.

Philippines eTravel Pass Exemptions

Foreign diplomats, dignitaries, 9(e) visa holders, and travelers on diplomatic or official passports are exempt from the Philippines eTravel Pass requirement.

Under current Philippine travel regulations, the following individuals do not need to register:

  • Foreign diplomats and their dependents
  • Foreign dignitaries and members of their official delegation
  • 9(e) visa holders (treaty trader/investor visa)
  • Holders of diplomatic passports
  • Holders of official/service passports

These categories of travelers are processed through separate diplomatic or official channels and bypass the standard Philippines eTravel Pass system.

All other travelers — including regular foreign nationals and Filipino citizens — must complete the registration.

Requirements to Complete the Philippines eTravel Pass

The Philippines eTravel Pass requires four items: a valid passport, flight details, an accommodation address, and an active email address — no document uploads needed.

Prepare the following before starting your registration:

  • Valid passport — passport number, date of expiry, nationality, country of issue
  • Flight details — airline name, flight number, departure date and time
  • Accommodation address — hotel name and address, or home address if staying with family/friends
  • Email address — for account creation, OTP verification, and QR code delivery

You do not need to provide any documents, photos, or passport scans. All information is entered manually into the online form.

The entire registration can be completed in 5-10 minutes if you have all the details ready.

Additional information requested during registration:

  • Occupation
  • Purpose of visit (tourism, business, returning Filipino, etc.)
  • Countries visited before arriving in the Philippines
  • Current health condition and symptoms (health declaration)
  • Seat number on the aircraft

How to Register for the Philippines eTravel Pass (Step by Step)

Registration for the Philippines eTravel Pass takes 5-10 minutes at etravel.gov.ph and follows 5 steps — account creation, travel details entry, health declaration, and QR code download — with no payment required at any point.

You can complete the Philippines eTravel Pass registration either via the etravel.gov.ph website (recommended) or through the eGovPH mobile app available on Google Play Store and Apple App Store.

Step 1: Go to etravel.gov.ph

Open a web browser — Chrome or Firefox recommended — and navigate directly to etravel.gov.ph.

The official site displays the Philippine government logo and the Bureau of Immigration seal. Look for the .gov.ph domain as verification.

Step 2 — Create Your Account

Click "Sign In" and then select "Create an Account."

  1. Enter your email address and tap “Continue”.
  2. Check your email for a 6-digit OTP code sent by the eTravel system.
  3. Enter the OTP code on the website.
  4. Create a password (minimum 8 characters).
  5. Fill in personal details: full name, sex, date of birth, citizenship, phone number, country of birth, and passport number.
  6. Submit your address.
  7. Review all details and click Submit.

Save your login credentials — you will need them to access your QR code later or to register additional travelers.

If you have registered before, use your existing account; there is no need to create a new one for each trip.

Step 3 — Enter Travel Details

Log in to your account and start a new registration:

  1. Select "Current User" and choose your transportation method (air or sea).
  2. Click "Arrival" to register for entry into the Philippines (or "Departure" if leaving).
  3. Complete the Travel Details form: occupation, travel purpose, country of origin.
  4. Enter flight details: arrival date, airline name, flight number.
  5. Select your arrival airport (e.g., NAIA Terminal 1/2/3, Mactan-Cebu, Clark).
  6. Enter your seat number.
  7. Click “Next”.

Double-check all details before proceeding — editing after submission is limited.

Step 4 — Complete the Health Declaration

The Philippines eTravel Pass includes an integrated health declaration survey required by the Department of Health (DOH).

Answer questions about:

  • Countries you visited before entering the Philippines
  • Current health condition and any symptoms
  • Vaccination status (if applicable)

This section takes approximately 1-2 minutes. Answer all questions honestly — leaving questions blank may delay your submission. Answering "no" to all health conditions is acceptable if accurate.

Step 5 — Save Your QR Code

After submitting the form, the Philippines eTravel Pass system generates your unique QR code within seconds. This is your proof of registration. Save it using any of these methods:

  • Screenshot the QR code on your phone (Android and iOS accepted)>
  • Download the PDF for printing
  • Check your email — a confirmation with the QR code is sent to your registered address

Both printed and digital QR codes are accepted at immigration. The QR code is valid for your specific registered trip only — you must re-register for each separate journey to or from the Philippines.

Philippines eTravel Pass registration at etravel.gov.ph is completely free of charge. The Bureau of Immigration confirms that no payment is required at any step. Any website requesting payment for eTravel registration is fraudulent — report it to CICC at cicc.gov.ph/report.

When to Register — The 72-Hour Window

The Philippines eTravel Pass registration window opens exactly 72 hours (3 days) before your scheduled arrival or departure — you cannot register earlier, and the recommended timing is 48 hours before departure.

This is the most common source of confusion: many travelers try to complete the Philippines eTravel Pass weeks in advance and find the system will not accept their registration. The etravel.gov.ph system restricts submissions to within the 72-hour window.

Recommended timing: Register 48 hours before departure to have time to troubleshoot any technical issues — website errors, QR code not loading — before you need to be at the airport.

If your flight is rescheduled after you have completed the Philippines eTravel Pass registration, you may need to cancel your existing registration and re-register with the updated flight details. The system ties your QR code to specific flight and date information.

What to Do at the Airport with Your eTravel QR Code

Show your Philippines eTravel Pass QR code to the immigration officer at the airport counter — the scan takes 10-30 seconds and is required at NAIA, Mactan-Cebu, Clark, and all Philippine international ports.

Arrival Process

When you land at a Philippine airport, proceed to the immigration counter. Before or during your passport check, the immigration officer will ask for your Philippines eTravel Pass QR code.

Departure Process

When departing the Philippines, you must show your Philippines eTravel Pass departure registration at check-in and at the departure immigration desk.

US citizens departing the Philippines are required to complete the eTravel departure registration — there is no exemption based on nationality. This applies to all foreign nationals, including American, British, Australian, Canadian, and EU citizens.

The departure health declaration from etravel.gov.ph is checked at both the airline check-in counter and the departure immigration counter. Have your QR code accessible at both checkpoints.

Registering Family Members and Groups

One Philippines eTravel Pass account can register multiple family members, but each traveler — including infants — requires a separate registration entry and receives their own unique QR code.

You do not need to create a separate account for each family member. Instead:

  1. Log in to your existing etravel.gov.ph account.
  2. Start a new registration for each additional passenger.
  3. Complete all fields for each family member separately (passport number, flight details, seat number).
  4. Each person receives their own unique QR code.

Parents and guardians complete the Philippines eTravel Pass registration on behalf of minors. All fields are required, even for infants — each child needs their own QR code.

Tour groups and business delegations can register multiple members from a shared account, but each individual registration is separate and generates a distinct QR code. There is no group registration feature — each traveler is processed individually.

At the Airport Without a Philippines eTravel Pass

If you arrive at a Philippine airport without a valid Philippines eTravel Pass registration — because etravel.gov.ph was down or you were unaware of the requirement — inform the immigration officer immediately.

Philippine immigration officers at NAIA, Mactan-Cebu, and Clark are trained to handle these situations. Bureau of Quarantine (BOQ) personnel can assist you in completing the registration on-site using airport WiFi.

What to prepare:

  • Passport (valid, with at least 6 months remaining)
  • Boarding pass (proof of flight details)
  • Hotel booking confirmation (accommodation address)
  • Return ticket (may be requested)

Expect delays of 30–60 minutes for on-site registration compared to the standard 10–30 second QR code scan. During peak travel seasons, this delay may be longer.

To avoid this situation, register at etravel.gov.ph 48 hours before your departure — this gives you time to troubleshoot any website issues.

Philippines eTravel Pass Troubleshooting

If etravel.gov.ph is not loading or your QR code fails to generate, try these 5 fixes: use incognito mode, switch to Chrome or Firefox, switch from WiFi to mobile data, clear your browser cache, or wait 30-60 minutes during peak traffic times.

The Philippines eTravel Pass website occasionally experiences high traffic, particularly on weekends and during peak travel seasons. Below are the most effective solutions:

  • Fix 1: Use Incognito / Private Browsing Mode
    Open an incognito or private window in Chrome or Firefox. This bypasses cached data and cookie conflicts — the most common cause of login and loading issues with the Philippines eTravel Pass.
  • Fix 2: Switch Browsers
    Chrome and Firefox work best with etravel.gov.ph. If you are using Safari, Edge, or an in-app browser (Facebook browser, Gmail app), switch to a standalone Chrome or Firefox browser.
  • Fix 3: Switch to Mobile Data
